Did you notice anything unusual? The tree has 'cement' spread into areas that could potentially hold water.
It must be the work of overly enthusiastic council workers. Probably dengue cases are on the rise?

Huh? What is the chance of water accumulating there for a week for mosquito to breed? I thought water will either evaporate or be absorbed by the tree within a few days after the rain?
